Section 60a of the Copyright Act (UrhG) stipulates that copyrighted content may be shared within certain limits in the field of teaching at educational institutions. However, the rules apply to courses with a limited number of participants. OER is a worldwide publication, so the circle of users is no longer limited. Section 60a is therefore not applicable to OER.
